I'm sorry, but that is the reason why I hate the targeting rule. That contact was initiated by the receiver. The defender was trying to protect his own head, and the receiver lowered his head into it. Targeting should be applied to offensive players too.

I was just thinking the same thing. Something like that needs to be taken into consideration.
