You mean like Connor Cook did? Yeah, still waiting for that to EVER be called by a ball carrier. I'm not holding my breath.

I think it was a flaggable offense because of when it happened (guy falling down, basically tackled already). Otherwise there's no good way to safely tackle a player that low to the ground.

The fact that they fail to enforce it on one side of the ball doesn't mean it was the wrong call in this situation.
