Didn't even get a chance to see a replay of the penalty that wasn't given before Costa Rica scored anyway. They just ran it, and it should have been given.

So England needs Italy to lose and then they need to beat Costa Rica. Is that what needs to happen for England to go through?

No. The only way England goes through is if Italy wins today and beats Uruguay. If that happens and England were to beat Costa Rica there would be three teams with three points in the group. England would need to win by enough goals to have a superior goal difference.
In other words, they have no chance.
