Is this when the NCAA reviews the situation/circumstances and UM's self imposed punishment to determine if any additional punishment will be levied?

I don't understand what the hearing is for...or what is expected to come out of it.

UM is disputing the major violation of failure to promote an atmosphere of compliance by RR. A finding of a major violation could increase the self imposed penalties.

Michigan delegation goes before NCAA infractions panel today

When the University of Michigan delegation arrives for its NCAA infractions hearing this morning, it expects to be prepared.
Michigan has spent more than $500,000 on attorney fees, according to university documents, and countless hours in the past year, in many ways, prepping for this moment. U-M accepted the NCAA's finding of four major violations and will dispute a fifth charge: that coach Rich Rodriguez failed to promote an atmosphere of compliance in his football program.
A select group of attorneys makes these hearing their career work. They say the Committee on Infractions will be looking for a few key points: contrition, acceptance, understanding and explanation. The committee wants honest and helpful answers.
"They did ask a few questions we didn't expect," said Ball State athletic director Tom Collins, who went before the committee for an April hearing. "We turned ourselves in, so it wasn't that they brought up new things.
"They tried to understand some of the issues. If they felt there was an issue, they could ask the people working it every day."
The infractions committee has a reputation for thoroughness. In the hearing room, at a downtown hotel, the 10 members will have the NCAA's notice of allegations, U-M's response and the enforcement staff's case summary in hand and the rest of the paperwork from the investigation in nearby boxes.
"Committee members have asked questions on footnotes," infractions expert Michael Buckner said. "You know they are looking at everything."

UM got a fair hearing, they won't speculate on what the committee will decide, instead they will wait to hear the decision and they are looking forward to a successful football season.
