See, I used this new math.

40 = 4+0 = 4
15 = 1+5 = 6
4+6 = 10 Need to subtract an additional 10.

So... 40-15-10 = 15 < 20.

Added Wisconsin game.

OSU: 5 penalties for 35 yards. Penalty YPG dropped from 35.20 ypg to 35.17 ypg.

Wisconsin: 7 penalties for 60 yards. Opponents' YPG increased from 49.60 ypg to 51.33 ypg.

Added Minnesota game.

OSU: 5 penalties for 45 yards. Penalty YPG increased from 39.43 ypg to 40.13 ypg.

Minnesota: 8 penalties for 72 yards. Opponents' YPG increased from 44.71 ypg to 48.13 ypg.

How does OSU's YPG go up when they have less penalty yardage that when they started the game?
