#1 it's information from a recruiting service player page... the chances of it being out-of-date or inaccurate are probably higher than of it being timely and correct

#2 "offers" versus "OFFERS" is a new thing that people who follow Ohio State recruiting are gradually becoming familiar with... for instance, is "we'd like to offer you a chance to camp at Ohio State so we can evaluate you in person" an OFFER?

some players and all recruiting services don't even try to make that distinction it seems

EDIT: I'm not saying that is what happened in this instance, just that there is a lot of gray area in situations like this one and it is best to wait for confirmation from the BPRT at the very least
