That is so not the case. If it was then why would other schools continue to recruit Ohio? Tressel has Ohio pretty much locked down yet schools like ND, PSU, Michigan, Tennessee, Florida, USC, MSU and others continue to come into Ohio and recruit. It's because sooner or later you are likely to get a guy out of Ohio.

From the Iowa site...Sean attended the Junior Days at Notre Dame and Iowa this weekend. Virginia has offered.
