I think JOK fell due to being a bit of a tweener. With Browns base D expected to be a 4-2-5 that utilizes three safeties a good chunk of the time, he would seem to be an ideal fit in that big safety role.
Still need more but they've actually signed 5 CB's in last three classes (Johnson, Banks, Brown, Cavazos, Watts). Let the new DB coach go out and find an under the radar developmental guy he likes to add to this class (or as you mentioned transfer portal if there's a good fit).
Took a glance at Utah's depth chart and it appears 2 of their top 3 CB's should be back. This is probably the rare instance where the depth chart shouldn't work against OSU.

Pretty sure that's why he said "truly a five-star, top-20 talent". The recruiting services don't always get these things right. The truly elite guys generally see the field early on even at the top tier programs.
