Cap can be manipulated with converting salaries to signing bonuses. Look at what the saints have done for a long time now. Browns did it this past offseason and as long as ole Jimmy is willing to fork over the cash they will be able to stay competitive roster-wise.
They have a logjam of SS prospects, this is about trying to see what they have there and getting those guys MLB experience. Not to mention they need another starting arm and your just hoping the pitching coaches can get something out of Noah. Noah and Rosario are both FA's at the end of the year.
