You are correct. In May of 2022 they suspended the 25 player limit for two years to deal with the number of transfers. Not sure what is expected to change in two years.

There is a bit of a loophole here for UM. If you commit a new offense while on probation one can revisit the original offense and impose more penalties. However, snce the probationary period almost certainly did not start retroactive from now the NCAA could not go back and punish them further...
