If Tressel were still trying to recruit Frank to tOSU or any other program then yes. But I don't think having a general conversation would be a violation. Especially after Tressel had no official ties to tOSU, the NCAA can't regulate recruits' conversations with media and random folks.
I think a general rule of thumb for Rivals is to hand out that 4-star 5.8 points evaluation to early commits to big-time programs and leave at that for the rest of time, it lets them be very lazy on the senior year and focus on the uncommitted guys. 4-star 6.0's will bump up to 5-star 6.1's and...
