Have you guys tried been successful making a refinery yet? I have a petroleum HQ and saved up $400,000 for the refinery add on to the HQ but it still won't let me get it and it doesn't tell me why. I looked online and a few others have posted the same issue.

Getting server time is harder than getting ice time for intramural hockey.
