You are correct. In May of 2022 they suspended the 25 player limit for two years to deal with the number of transfers.
Not sure what is expected to change in two years.

We are at 21 and still looking at Sanders, Moore, Pettijohn, Hill, Brew and a few others. Seems like we are early in the cycle to be in this kind of numbers crunch. Did the 25 limit get changed?

There is a bit of a loophole here for UM.
If you commit a new offense while on probation one can revisit the original offense and impose more penalties. However, snce the probationary period almost certainly did not start retroactive from now the NCAA could not go back and punish them further...
