Bullshit. There isn't an officer on the planet who gets to Captain who doesn't want to be a Major, especially an ambitious one and Stallions is certainly that.
At the 5 year mark, he absolutely was provided an assessment with this OPR for that year of his chances of making Major and I can...
What @cincibuck said - if anything, getting out after 5 years as a Naval Academy grad and as a Captain indicates he was told in no uncertain terms he wouldn't be getting his field grade lobotomy and advancing to Major.
Officers don't just quit for no reason.
He would do that with the Orioles. Some days he looks like a major leaguer, and then you get nights like the other day with every possible soul-crushing at bat possible.
