I know every program has their fair share of close calls and near misses, but fuck, don't think anyone beats OSU in that department. I remember when I was in 5th or 6th grade, I read that OSU had finished #2 more than any program in history. That may have changed, seeing as that was 20+ years...

I think that's one of the biggest issues. Making sure the smaller schools are actually incentivized to develop guys, despite knowing they will likely lose any significant quality to a bigger school within a 1-3 year period. Transfer fees.
