This is such a stupid football game.

If you have "too many men on the field" normal 5 yard penalty. If all 12 (or more) take part in the play, then make it a 15 yard unsportsmanlike conduct penalty and reset the game clock as if it were a dead ball foul. Easy fix. (So it will never happen.)

Doesn't fucking matter in the 12 team playoff era.
