Jefferson Twp rings a bell, but that's no where near where I lived. When DB said "west side of Dayton", I assumed he meant north of 35. Is JTwp between Maimisberg and Centerville, the Dayton Mall area? Yes, I have been to Bill's a few times, always late night, and there were only HS/early college kids there chain smoking. But, that's only when I was hanging out with Jim Barclay. The late night coffee and cigs hang in my part of town was the Denny's by UD.
