NOI is the "Notice of Inquiry" - formal notice from the NCAA that they are beginning an investigation. NOA = "Notice of Allegations," a final investigative report and charginf document. Fortunately, we have the chance to get to know both in the coming weeks.

Just to be super clear... the Weiss case is an open, active, and ongoing FBI investigation. It is not subject to any current NCAA investigation and is not covered in the current UM NOA. I believe the NCAA has been notified and briefed at least once, given the nature of the alleged crimes...
