I think Jim Tressel coached Ohio State teams are an apt comparison regarding the absolute peak that these Harbaugh-coached teams can hope for. Regular dominance over bad teams while regularly getting outplayed against elite competition.

Now, that’s the absolute ceiling for them and I’d argue their recruiting (relatively speaking) isn’t even at the level Tressel managed to reach, particularly with top tier skill position players, so I think it’s realistic to expect they’ll do slightly worse than that most years.

In other words, they are who they’ve been for the last 30+ years… an 8-4 or 9-3 team that sometimes does slightly better than that.

That has been Penn St's recipe in recent years. They get really good teams every 3-4 years that are heavily RS Senior laden.....then go back to being average for a few years until the RS Senior heavy class shows up again.

PSU has actually recruited pretty well under Franklin, which makes it difficult to understand why they have been just a decent team under him. PSU recruits better than TTUN.

Ohio against the world.
Poking around 247 this morning, it looks like they're gonna close out their 2023 class without a top 100 commitment in the 247 composite. This is the second time under Harbaugh they'll do so (2018), and the third time overall (2011) going back to 2000.

Ohio State has not had any year without a top 100 commitment. I'd have to double check, but I don't think Ohio State went a year without a top 50 commitment.
