My original point was that there should have been no confusion on the operating without a license citation if Zeke didn't have his driver's license on him at the time (which he didn't). You responded "Operating without a license does not mean, 'driving a vehicle without a license presently on you.'" Well, guess what? It sure as [censored] did in this case. Game.
I don't know what you are trying to say, but the statute you cited says you need to have a validly issued licence, but doesn't state that you need to have it on your person or else you are guilty.

I understood where you were going with it. I read the article. With the way it was written, I can see where people would think it meant driving without a license presently on him. However, that's not the law. The link I gave lists out the law, which says nothing about presently having your license on you. "Operating a motor vehicle without a valid license" is the actual offense. His was suspended, therefore it is also not valid.
