Shuttle is a better gauge of quickness, but neither are absolutes.

Disagree all you want want, but a 4.99 40-time doesn't translate at all into any form of quickness.

I'd say it's a bit early to be declaring that he probably can't play D1 or D2 football.
a) Has he been tested since last summer, after his sophomore year?
b) He'll probably improve with practice & physical maturation
c) There were multiple 3-stars LBs that signed D-1 LOIs last year w/ 4.9+ 40 times (ie All-frosh-SEC LB Jamon Hughes 4.9 40)
